I'm not surprised about this story; there are a lot of people who can't treat their dogs right.
First of all, you should give Mr. Bennett some advice. If you're afraid that he'll think that you're just wanna annoy him, you should start the convo like you buy a gift for the dogs, and then just talk about the dogs. You totally should mention that car incident. Are the dogs even still alive?
If so, you should offer your help. You could agree in an amount of money he could give you a month.
For example my neighbour said he would like to walk my dog, cuz sometimes he feels lonely since he has lost his own.
