In my opinion you are right, but your sister is trying to be independent. If I were you I would try to talk to her, and mention the followings.
Maybe she thinks it is all good in the moment to ask money from the bank, but it takes years to pay the loan back with a huge interest. Tell her to use the saved money, because it was put away for her studies!
The money is very important, so tell her to use it carefully! It’s for her own demand, so don’t let her to spend it because her friends do.
I hope you can convince her, because she will regret it later. Best regards!
